The controversy over Andrew Mitchell and the 'plebgate' affair could damage public confidence in the police, Downing Street has warned.
Three police chiefs have been criticised over their decision not to discipline officers accused of trying to discredit the former cabinet minister.
They will appear before a committee of MPs next week.
Its chairman, Labour's Keith Vaz, said they had questions to answer.
